As a Dutch person you don't need a visa to just visit Japan (up to 90 days). On this short term stay permit you're not allowed to work! Changing from a "tourist" permit to any other permit, for example a work permit, during your stay in Japan is not allowed (impossible). If you're able to get a sponsor then papers can be filed of course, but if the permit is OK-ed you need to leave Japan to get the visa at a Japanese Embassy (Seoul for example) or Consulate abroad.
Only one situation allows a change from a tourist visa to a legitimit stay permit within Japan and that is to marry a Japanese national. The Japanese do not know the Dutch "registered partnership", so marriage is the only way!
