Well as I have never gotten married in the Netherlands I really don't know, so I'm going to base this story upon info I got off the internet and upon the way you get married in Japan.

In order to get married in Holland you first need to register your intention to get married, at least two weeks before the big day (ondertrouw), this you have to make an appointment for at City Hall. During this period your names will be made "public" and people are able to object to your marriage during these 2 weeks. Usually nobody objects so the big day comes closer without any problems. If you chose for a big marriage then things can be arranged within a few weeks, but if you chose to go for the free marriage then you might have to wait a few months as waiting lists can be quite long, inquire at your local City Hall. My advice, do a "Japanese" style wedding where you have the guests pay an "entrance" fee, this way you'll not be out of pocket of a lot of money! Don't know if the Dutch guests would approve though!

Anyways, in order to go into "ondertrouw" you need to prove that both of you are still not married. Proving this is easy for your Dutch partner as it is written in his/her citizen registration. For the foreign partner this might be more of a challenge! If you're from Japan then the following info was gotten from the Japanese Embassies homepage. Necessary documents for issuing a certificate of not being married:

1.
Application form
2.
Your family registration not older than 3 months from the date of application. An Apostille stamp from the Japanese Ministry of Foreign Affairs and on top of that when you get the new document stating that you're not married, an extra legalization by the Dutch Ministry of Foreign Affairs is necessary.
3.
A valid Japanese passport
4.
Fee for issuing the certificate
5.
Return envelope (postage paid!)

After the big day a final step remains, having your marriage registered into your Japanese family register. This has to be done within 3 months from the date of your marriage. Necessary documents:

1.
International Wedding Certificate (2) with a Japanese translation.
2.
Proof of nationality of the foreign national (passport will do)
3.
Family register (2)
4.
Both parties passports

After having done all of the above we can say CONGRATULATIONS you're finally married! お疲れ様!
